My gut tells me your chances are very good at Kellogg. Your stats are in line (though your quant score will matter more here) and your background in both the Peace Corps and as a grassroots community organizer make you something of a non-traditional candidate but a strong one. Your accomplishment in South America is truly admirable and I can imagine you would be able to write a strong essay or two based on that experience. I would also consider Yale, Duke and Michigan, given your background and your post-MBA goals. In fact, I would sub those three schools for Wharton, Columbia, and Chicago Booth in the event you don’t get into Kellogg.
