    You have a fascinating background and clearly have been exposed to major issues in your government role. I see two hurdles you have to overcome to get an HBS invite for an interview: 1) Your GRE score of 314 is 12 points below the class average of 326, and 2) Your graduation from a top 150 school means that you are not coming from a feeder college or university to HBS. Neither of these two drawbacks will make you dead on arrival, but they have to be overcome by other aspects of your application.
