I will also assume that you did better in grad schools than the 3.1 you are reporting for your undergraduate courses. If that is the case, make that point in your application to Rice because you need to say that your undergraduate GPA is not a true reflection of your academic abilities. In this era of grade inflation, a 3.1 is not all that impressive frankly, So even though it was some years ago, you need to explain it. If you are not willing to retake the GMAT and get at least a 680, you really need to lobby Rice to get in. You need to visit the school, get to know the admissions staff and go all out to let them know you really want to be there because your low GPA and GMAT are hurdles that need to be overcome.
