It will be really important for you to translate what “wins” you’ve had that have gotten you to where you are now. You also need to connect the dots for the Admissions Committee around why you want to go the impact investing/policy/development route. This is especially key for those dual-degree programs you mentioned, as they need to understand the WHY and separate the degree-collectors from those with a real passion for both worlds. Your 740 GMAT combined with a CFA charter will easily convince any adcom that you are capable of doing the work in a top program. While your GPA is likely lower than averages, it could be on a scale other than 4.0 so you may be given some wiggle room.
I like your commitment to social impact and financial literacy. I suspect that you will have a great narrative that weaves together your professional experience with the volunteer work you are doing. Tell this story and I think you will find some options on the table. Beyond HBS, I really like Wharton (Lauder) and Yale (where you can take your electives in whatever part of the university you wish).
