I think overall, even though you’re a bit early in your career, I think your strong performance and above average GMAT score should put you in solid contention for Rice. Even though your GMAT score will help offset it, I would still address your lower GPA in the application’s optional essay, in a way that shows ownership and responsibility. Also in your application, make it clear your intent to remain in the Houston area post-MBA (since that will further reinforce why you’re drawn to Rice), and paint a multidimensional view of yourself by highlighting your volunteer impact in addition to your professional accomplishments.
