We certainly encounter a good number of engineers in the MBA applicant pool, but fewer of them are women, especially within the offshore speciality. If you do have about 5 years of work experience, then I think now is a good time to apply (if you only have <2 years then I might encourage you to wait a bit longer). Your five years of work experience managing multi-disciplinary design work and budgets is impressive. Furthermore, goals in energy strategy make sense based on your work to date.
I feel that your GRE will really hold you back since it is well below the Tuck average and likely significantly lower than peer engineers. Also, Tuck is very much as student-driven culture. Your extracurriculars feel somewhat academic and self-serving. Perhaps there is more to what I’m seeing in the limited information.
If you get your GRE up 10-15 points and demonstrate some more robust community involvement, you could increase your odds.

I think your chances at McCombs are much higher, especially since they have a significantly lower percentage of international students. Assuming you want to be in the energy practice of a top consulting firm, you might also take a look at Rice since the Houston offices of consulting firms recruit from there for their energy practices.
